Rwanda has been ranked Africa's cleanest country and Kigali the smartest city on the continent in the 2026 Smart Africa Index released October 20, 2026.

Kigali scored highest for waste management, green transport and digital governance. The city bans plastic bags since 2008 and holds monthly Umuganda cleaning where all citizens clean streets. Drones now collect trash in hills.

Kigali's smart city project includes free Wi-Fi in all public areas, electric buses, and a digital land registry that reduces corruption. Traffic lights use AI to reduce congestion. The city plants 1 million trees yearly, keeping temperatures low.

President Paul Kagame said Rwanda's recovery from 1994 genocide is built on discipline and technology. Kigali hosts Africa's largest tech conference, Transform Africa, and has Africa's first drone airport for medical delivery.

Tourism boomed, with 2 million visitors in 2026, attracted by clean streets and mountain gorillas. Kigali's new green building code requires solar panels on all new houses.

Experts say Rwanda's model of strict enforcement and community participation can be copied. Lagos and Nairobi sent delegations to study Kigali's waste system.

Challenges include high cost of living and press freedom concerns, but locals praise safety.
