The United Kingdom plans to significantly tighten its own immigration policy, raising its own English language ability threshold requirement for permanent residency from B1 to B2 and setting an annual income threshold of twelve thousand five hundred seventy dollars in the currency of the United Kingdom England sterling. Some Hong Kong residents who immigrated to the United Kingdom believe that the new requirements contradict the United Kingdom government's initial promises and even feel it is just "like a scam."

According to BBC News, Mr. Zhang, from Hong Kong, who had immigrated to Manchester five years ago on a BNO visa. He originally expected to apply for permanent residency after five years, but the United Kingdom government's announcement last year of tightened immigration policies has changed his plans.

Mr. Zhang admitted that the United Kingdom  own English language and income requirements in United Kingdom are putting pressure on his family. He and his wife originally planned to take the exams this March, but have decided to postpone the exams until the latest specific measures are released. On the other hand, due to childcare responsibilities, his wife currently works part-time and has not met the newly proposed annual income requirement. "She is now very worried about whether she will have to find work again, but finding work in the United Kingdom is not easy."

Related research also shows that if the new regulations are fully implemented, only about eight percent of families will be eligible for permanent residency, while as many as forty three percent will not. Mr. Zhang admitted that he feels cheated and that the UK government's initial promises are inconsistent with reality. "It's like being on a pirate ship. I was prepared for the requirements and what I was supposed to do, but suddenly everything changed."
