" It is with great pride and joy to be here with you today in this remarkable moment in your career. As you all know, being promoted is one of the most exciting things we all can look forward to in our career as uniformed personnel.   Last July 1, I've had the real joy of seeing men and women starting their journey as firefighters. I have felt their enthusiasm and excitement for the opportunity given to them to be part of BFP.  But being promoted is different, because this is the fruit of your years of hard work and commitment to the Bureau. I do understand that for everyone present here, this moment did not come easily.  This promotion came with a lot of devotion, a lot of hard work, constant learning, and constant improving. And do remember that this promotion means more responsibility, ---being here is an indication of your quality and your commitment to the Bureau of Fire Protection.

The Civil Service Commission defined “Promotion” as the advancement of a career employee from one position to another with an increase in duties and responsibilities as authorized by law, and usually accompanied by an increase in salary.  Being promoted is not a small accomplishment, it is a great achievement!

I'd like to acknowledge the Human Resource Merit, Promotion and Selection Board for the successful evaluation of all the applicants. I know that this had been a tough ride to all of you, with a limited quota and numerous calls from friends and relatives, you did stand your ground and followed the guidelines set in the approved BFP Merit Selection Plan. Be it known to everyone here --- that we adopted the guidelines, ensuring the objectivity in the screening and selection process were followed.

I don't think anyone would doubt that being firefighter is one of the ultimate expressions of having an unwavering spirit of selflessness. It's never easy. But no matter how tough it is, you prevailed. I hope that all of you have a profound sense of pride today. I know your families have tremendous pride in you!

You are being promoted at a time where our Bureau of Fire Protection is getting better, stronger and more modern. I hope that through this promotion you will be a model to your juniors and hone them into exemplary and effective firefighters our citizens can rely on. I have confidence in the experience and abilities that each of you possess. Let us continue to make good progress as we together bring the Bureau of Fire Protection towards a better and brighter future."
